O Tom Casey έκανε γνωστό ότι η Ουάσιγκτον έθεσε στην ΠΓΔΜ την ανάγκη να υπάρχει πλήρης διαφάνεια στους διαγωνισμούς για δημόσια έργα, με αφορμή συμβόλαιο που δεν δόθηκε στην ελληνοαμερικανική κοινοπραξία SENCAP (Southeastern Energy Capital), στην οποία συμμετέχουν ισομερώς η ΔΕΗ και η αμερικανική Contour, παρότι είχε κάνει την καλύτερη προσφορά.
Στο πλαίσιο αυτό ο κ. Κέισι υπογράμμισε ότι αποτελεί πάγια τακτική της αμερικανικής κυβέρνησης να υποστηρίζει τη διαφάνεια των διαδικασιών που ακολουθούνται σε ξένες χώρες έτσι ώστε να διασφαλίζεται η ισότιμη διεκδίκηση έργων από αμερικανικές εταιρείες. Το ζήτημα που έχει ανακύψει αφορά τον διαγωνισμό για την ιδιωτικοποίηση του θερμοηλεκτρικού σταθμού του Νεγκότινο που βρίσκεται κοντά στα σύνορα με την Ελλάδα.
